Pixels Per Inch (PPI) or Dots Per Inch (DPI) have nothing to do with the resolution of your picture – PPI is a measurement of print quality.
If you print at 300 dpi (great quality), print 300×300 dots per square inch. Every dot corresponds to a pixel in your jpg file, so the consequence is that a 1600×1200 file will become a 5.3 x 4 inch print.
If you use 200 dpi, the same file will become an 8 x 6 inch print.
To answer the second of your question – same thing, the other way around – when you enhance the resolution of your jpg and keep the dpi constant, end up with a larger print. (a 3200×2400 file at 300dpi 10.7 x 8 inches)

For good quality, the image file you send to the printer should have at least 200 pixels per inch of paper (PPI), on the long side.
So, if making an 8"X10" print, need a file with 2000 pixels on the 10-inch side.
Your 6MP camera makes a 3000X2000 file, so you actually have 300 PPI which is great.
Set the printer to its highest DPI and leave it there.
The "72 pixels per inch" is a default setting which represents the resolution of your computer screen.
Set it to 300 PPI and hit Print.

It really depends on the local laws and the lease you sign. Check out your lease and see what you agreed to – in some areas the tenants/residents are legally responsible unless the management agrees to take responsibility in writing. Meaning, you could possibly be sued if you clear it and someone gets injured. Now, very unlikely that the lease state that the management is responsible, but check it out to be safe. If you know your rights under the lease, you have a lot more power when dealing with management.

Use Windows Explorer. Right click on the image then choose You will find the dpi information in the Details tab.
Another way is to change the view in Windows Explorer to Details then right click on the column headers and choose Horizontal Resolution and Resolution to the list of columns shown.
It rescales the image to fit its screen. My guess it simply throws out every 5th pixel or something.
